Rishov Dam, Symbiosis Law School Pune

ABSTRACT

Decentralization is a concurrent requisite of any Democracy. On one hand where Democracy is an expression of the political will of the masses with respect to their idea of self-rule. While on the other Decentralization helps in the direct expression of this political will. This brings us to the question of how? And why it is an important aspect of the discovery of Indian Democracy genesis? Even after decades of independence, decentralization although constitutionally sanctioned was a matter of politics in absentia, what were the reasons for the political vacuum, and what prompted the then government to weave the idea into the political fabric of the country? And how far this political weaving has contributed in cohesively holding the idea of India together. We will try to answer all these questions in this paper.
