ABSTRACT
The Indian government’s proposed Broadcasting Services (Regulation) Bill 2023 is designed to set up a comprehensive framework for regulating traditional and digital media platforms, like over-the-top (OTT) services and online media outlets. The Bill has been introduced as a tool to keep pace with the changing digital environment, however the recent developments surrounding the unannounced and subtle censorship of media have raised questions on its potential to affect freedom of expression and media diversity. This research paper aims to study the impact of the Bill on the content and source diversity in the Indian media landscape. It touches upon the rules concerning self-regulation, the Broadcast Advisory Council, and the possible consequences for independent journalists and digital media platforms. It also seeks to spark a discussion on what impact the Bill can pose on media pluralism, and the issue of broadening views and perspectives in democracy. The purpose of this research is to carry out a detailed analysis of the prospected dangers of enforcing such a Bill, and to enrich the on-going debate on the matter of balancing out between the regulation and the preservation of the fundamental freedoms of expression and speech.
