An Outlook On Federalism

ABSTRACT
The word ‘federalism’ originated from the Latin term “foedus” which means joining of states through pacts, covenants or agreements. It signifies the division of powers and functions among various levels of the government, generally on the basis of the provisions enshrined in the Constitution. The concept was first discussed at the Constitutional Convention of 1787 in USA. However, with various nation states coming into existence during mid nineteenth and twentieth century, the idea of federalism started taking shape. For democratic nations across the globe, federalism has been a major component of their national and international identities.
This article aims to provide a brief overview of the concept of federalism. Beginning with a concise introduction to the meaning of “federalism”, it throws light on the characteristics and features of federalism, and concludes with relevant suggestions and opinions. The article also highlights the varying effects of federalism through analyzing its opposing outcomes in Phillipines and USA.
