Analysis Of Farm Law Bills: Shift From Liability Rule To Property Rule

Devyanshi Gupta, BBA LLB, BML Munjal University, Gurugram

ABSTRACT

Farm bills have a significant impact on farming livelihoods. The farm law bills passed in the year 2020 were highly opposed by the Indian farmers as the bills brought new changes in the selling of farm produce and the farming system, which was against the interests of farmers. The Article seeks to analyse the recent farm law bills in relation to property rules and liability rules. In this paper, I would discuss about the farm bills, the concept of MSP (Minimum Support Price) and Mandi System, concerns of the farmers in relation to the new changes and would analyse them with the perspective of the concepts related to property rules and liability rules. The Article would also provide a brief insight on the merits and demerits of the liability and property rules in relation to their application on the farm bills. I would also analyse how the new farm law bills led to the change in the manner, entitlements of farmers are protected. To prepare the Article, I would refer to various sources such as journal articles/review papers, news articles, blogs, etc. to gather a comprehensive understanding about the topic. This would provide support my arguments and would enhance the credibility of my work.
