Bridging The Electoral Gap: Policy Reforms To Include Voter Registration In India

ABSTRACT


One of the conditions to democratic participation and electoral legitimacy is voter registration in India. Although universal suffrage is guaranteed by the constitution, the system of voter registration is still plagued by structural and procedural problems that have created forms of exclusion, inaccuracy, and inefficiency. These gaps affect most marginalized groups such as migrant workers, women, and those who have low economic strengths. This paper discusses critically the weaknesses of the process of electoral roll management in India and proposes the incorporation of the policy changes which are guided by the principles of simplification, inclusion, and reliability. It analyses the available mechanisms, technological interventions and international practices in order to formulate areas of improvement. The research suggests automatic voter registration, better data integration and decentralized verification systems as reforms. There is a need to strengthen voting practices through voter registration to bridge the gap in elections and make the Indian democracy more participatory, transparent, and inclusive.
