ABSTRACT
Engineering and architecture are professions with a significant impact on public safety, urban development, environmental sustainability and social welfare. While these professions are generally linked with innovation and progress, deviation from professional norms, ethical standards and regulatory requirements may result in serious social, economic and legal consequences. In engineering and architecture, deviance is described as behaviour that diverges from the common professional expectations, technical standards, statutory requirements, and ethical obligations. Such deviations may be due to negligence, misconduct, corruption, fraudulent practices, illegal construction, violation of safety standards, non-compliance with environmental norms or wilful disregard of established engineering and architectural principles. The growing complexity of infrastructure projects, accelerated urbanisation and technological progress have created concerns of professional accountability in engineering and architectural practices. However, deviations from the prescribed technical and legal standards often lead to structural failures, building collapses, defective construction, environmental degradation and occupational hazards. These events result in huge economic losses and may threaten human life, public safety and environmental security. Thus, there is an increasing attention of regulatory bodies and legal regimes to the need for professional responsibility, compliance mechanisms and ethical governance of engineering and architectural activities.
This paper discusses deviance in engineering and architecture from the perspectives of legalities, ethics and sociology. It discusses causes, forms and consequences of professional deviance, assesses the regulatory framework of engineering and architectural practices and reviews selected cases that exemplify the effect of professional misconduct. The study also examines the mechanisms of accountability, professional discipline and regulatory compliance and offers reforms designed to reinforce ethical standards, professional responsibility and public protection in engineering and architecture.
