ABSTRACT

The Digital India initiative has unlocked new opportunities for economic development, governance, and social inclusion, yet significant gender disparities persist, particularly in rural and underserved communities. This study explains the intersection of the Digital India Policy and women’s empowerment through the lens of self-help groups 1(SHGs)—a proven model for promoting financial and social inclusion among rural women. SHGs have long served as key instruments for fostering financial independence, social cohesion, and collective decision-making. The integration of digital tools, driven by the Digital India initiative, has further empowered these groups by enabling access to financial services, e- commerce, and government resources through mobile banking and digital payment systems.

This research examines how SHGs have adopted digital technologies to enhance women’s economic autonomy and entrepreneurial potential. It highlights how digital platforms facilitate better access to markets, improve communication across regions, and streamline SHG operations. However, despite these advancements, challenges such as digital illiteracy, inadequate infrastructure in rural areas, and socio-cultural barriers hinder the full realization of these benefits. Case studies from various regions of India illustrate both the successes and limitations of SHGs in adopting digital tools for financial inclusion and governance.

The study critically evaluates the role of digitalization in advancing women's rights and economic empowerment while identifying the obstacles that prevent full digital integration, such as infrastructural deficiencies and resistance to change. It concludes by offering policy recommendations aimed at bridging the gender digital divide. These include enhancing digital infrastructure, implementing sustained digital literacy programs, and tailoring digital tools to the unique needs of rural women. By focusing on the synergy between SHGs and the Digital India Policy, this research emphasizes the potential of digitization as a powerful tool for fostering long- term economic and social empowerment for women in India.
