Ethical Policing In India: Challenges And Opportunities

ABSTRACT


Indian policing faces significant ethical dilemmas, ranging from custodial violence and corruption to political interference and systemic biases. These issues undermine public trust, hamper effective law enforcement, and perpetuate socio-economic inequalities. The prevalence of custodial deaths, with National Crime Records Bureau (NCRB) data reporting 136 deaths in 2024 alone, reflects deep-seated structural and cultural problems within the policing system. Instances of political interference, such as in Manipur 2024 and Rajasthan 2025, further exacerbate the challenges, compromising the impartiality of law enforcement. Recent reforms, such as the Bharatiya Nagarik Suraksha Sanhita (BNSS) 2023 and the Sakshya Adhiniyam 2023, aim to address these ethical challenges by introducing procedural safeguards, enhancing accountability, and modernizing training programs. Community engagement initiatives and digital transparency tools, like e-FIR systems, represent additional efforts to rebuild public trust and foster ethical practices within law enforcement. This article explores the intersection of ethical dilemmas and policing in India, highlighting systemic flaws and reform efforts. By embedding accountability mechanisms, investing in ethical training programs, and strengthening community partnerships, India can pave the way for a policing system that upholds the principles of justice, equity, and human rights.
