Evolving Toll Systems: A Policy Blueprint For India’s Infrastructure Revolution

ABSTRACT


This paper examines the inefficiencies within India’s tolling system, tracing the evolution of toll collection from its origins under British rule to the present day. It provides an in-depth overview of the current FASTag system, discussing both its strengths and the areas in need of reform. By identifying the operational challenges of FASTag, the paper highlights ongoing issues such as toll congestion and inefficiencies in electronic tolling. Additionally, it introduces the proposed Global Navigation Satellite System (GNSS)-based toll collection model, outlining its anticipated challenges and the policy measures necessary for a successful transition. Through a series of proposed reforms, this paper advocates for minimising systemic shortcomings to improve tolling efficiency and enhance road infrastructure management across India.
