From Digitization To Digitalization: Why The Indian Judiciary Must Move Beyond PDF-Centric Electronic Filing

ABSTRACT
The Indian judiciary has made significant progress in adopting information and communication technologies through the e-Courts Mission Mode Project, electronic filing (e-Filing), virtual hearings, and the National Judicial Data Grid (NJDG). These initiatives have substantially reduced dependence on physical records and have improved accessibility and transparency within the judicial system. However, the underlying architecture of electronic filing remains predominantly document-centric, relying on Portable Document Format (PDF) files as the primary unit of judicial information. Although PDFs effectively replicate paper records in digital form, they fail to harness the transformative potential of digital technologies by embedding critical legal information within unstructured documents. This paper argues that the prevailing PDF-centric paradigm represents the final stage of digitization rather than the beginning of true digitalization. A judicial information system designed primarily around uploaded documents inevitably limits automation, interoperability, intelligent case management, legal analytics, and the responsible deployment of artificial intelligence. Instead, the paper proposes a transition towards a data-centric judicial architecture in which structured legal data becomes the principal repository of judicial information, while PDF documents function as supporting evidentiary material. Drawing upon principles of digital governance, information systems architecture, and judicial administration, the paper distinguishes between document management and information management within courts. It demonstrates that the future of judicial reform lies not in replacing paper with electronic documents but in redesigning judicial processes around structured, validated, and interoperable data. Such a transformation would significantly improve registry efficiency, reduce repetitive data entry, enhance judicial analytics, facilitate policy planning, and prepare the Indian judiciary for the next generation of AI-enabled legal technologies. The paper concludes with a conceptual framework and policy recommendations for implementing a phased transition from document- centric electronic filing to a comprehensive data-centric judicial information ecosystem.
