Hill Area Governance In Manipur - A Legal Analysis

Dr. Mercy K Khaute, Faculty of Law, University of Delhi

ABSTRACT

With its capital at Imphal, Manipur is bordered in the north by Nagaland, in the west by Assam, and in the south by Mizoram. It shares a border of approximately 350 kilometres with Myanmar in the southeast. The different ethnic groups in the state are known for their own cultures and traditions. However the state has had a history of insurgency and violence owing to how it has never been bereft of its fictitious governance. May 3, 2023 saw massive violence break out in the state followed by a complete disintegration of law and order. This article delves into the reasons why Manipur has been constantly at odds with peace and how the demands of the people here have never really received any serious consideration from the government. The article finally concludes with suggestions on what changes the government should incorporate in its governance to turn around and save this beleaguered state from complete breakdown.
