Language Rights, Equal Educational Opportunities & Disability Laws In India: A Study With Respect To Deaf Child In India

ABSTRACT

About 360 million people in the world suffer from hearing loss which is around 5.3% of the total world population. The percentage of deafness in South-East Asia ranges from 4.6% to 8.8%.1 A study of the 2011 Census reveals a high percentage of people with hearing impairment in the Indian milieu. To be precise, out of a population of a hundred and twenty one corer about 2.68 cr. persons have a disability which makes it 2.21 % of the total population and among those 2.68 cr., 19% have a hearing impairment.2 This means India has one of the largest deaf populations in the world besides it being the second most common cause of disability in the country.3 However, the needs of the deaf community are grossly neglected and one among many such needs is language rights in different institutional spaces especially education.
