Promotion And Regulation Of Online Gaming Bill 2025: An Affirmative Change

ABSTRACT


The Promotion and Regulation of Online Gaming Bill, 2025 is a decisive and positive intervention by the Indian legislator to deal with the multifaceted issues involved in the fast-growing online gaming industry. It was enacted by Parliament on 21st August 2025. The Bill attempts to balance two goals— promoting e-sports and social gaming as legitimate means of innovation, education, and amusement, while prohibiting and penalizing exploitative money gaming that promotes addiction, financial devastation, and cyber frauds.


The law is a reaction to the alarming trends: more than 45 crore citizens reportedly hit, estimated ₹20,000 crore loss in finances, growing cases of cyber cons, money laundering, and remittances going offshore, as established through investigations by the Enforcement Directorate, CBI, and other agencies. Reinforcing the same concerns, the World Health Organization (WHO) has officially listed "Gaming Disorder" in its International Classification of Diseases (ICD-11) as a mental health disorder, highlighting the public health aspect of the issue.


Together, the Promotion and Regulation of Online Gaming Bill, 2025 is no simple legislative prohibition; it is an elaborate legal framework that caters to health, social, and economic harms, as well as the ability of digital gaming to develop as a positive industry. Through the intermixing of judicial precedent, consumer protection, cyber law safety measures, and financial regulation, it is India's visionary promise to a secure, ethical, and innovation- led digital world.
