ABSTRACT


Digital governance has transformed the manner in which public administration functions across the globe. Governments are increasingly adopting digital technologies to enhance transparency, accountability, efficiency, and citizen participation in governance. In India, initiatives such as Digital India, e-Governance Mission Mode Projects, Aadhaar-enabled service delivery, DigiLocker, Government e-Marketplace (GeM), and online grievance redressal mechanisms have significantly strengthened administrative accountability. Nevertheless, the growing dependence on digital technologies has also generated new legal concerns relating to data protection, cybersecurity, algorithmic governance, digital exclusion, and constitutional rights. Administrative accountability in the digital era is no longer confined to traditional mechanisms of judicial review, legislative oversight, and departmental control but extends to technological transparency, digital audits, and data governance frameworks. This paper critically examines the opportunities offered by digital governance in promoting accountable administration while analysing emerging legal challenges. It further explores the constitutional framework, statutory developments, judicial pronouncements, and policy initiatives necessary for ensuring responsible digital administration.
