ABSTRACT
This research paper explores the significant role of Non-Governmental Organizations (NGOs) in environmental law and policy reforms in India, focusing on their impact in policy formulation, advocacy, and legal interventions. The paper is divided into two parts. The first part examines the influence of NGOs in environmental law, showcasing their involvement in policy development, litigation, and public interest campaigns. It highlights how NGOs, through research, public awareness, and legal strategies, have led to landmark reforms in various environmental areas, including e-waste management, forest rights, and pesticide regulation. The second part explores the role of NGOs in driving policy reforms through sustained advocacy efforts. It discusses specific examples, such as the Endosulfan ban, air pollution regulations, and the establishment of the National Green Tribunal, which were significantly influenced by NGO campaigns. The paper also offers suggestions to enhance NGO engagement in environmental governance, including strengthening legal frameworks, improving access to environmental data, supporting judicial and legislative collaboration, and addressing barriers faced by NGOs in environmental litigation. Overall, the study emphasizes how NGOs in India have effectively utilized Public Interest Litigations (PILs), the Right to Information (RTI) Act, and advocacy campaigns to shape and enforce environmental policies that align with both national priorities and international standards.
