ABSTRACT


The Women's Reservation Act (WRA) of 2023 in India represents a landmark attempt to dismantle historical gender imbalances within the political landscape. This article critically examines the Act's potential impact on political dynamics, exploring its promise and complexities. Through reserved seats in legislative bodies, the WRA aims to empower women, foster broader democracy, and promote policy-making that incorporates diverse perspectives. It has the potential to shift power structures within political parties and pave the way for new female leaders. However, concerns exist regarding "dummy candidates", electoral outcomes, and public perception. Challenges like intra-party resistance, lack of resources, and societal biases remain. The success of the WRA hinges on overcoming these hurdles and implementing complementary measures like leadership training, childcare facilities, and anti-harassment measures. Ultimately, the Act represents a significant step towards a more inclusive and democratic India, but its true impact will depend on a multi-faceted approach that empowers women beyond simply increasing their numbers. The author has attempted to explore the Act’s potential in considering the promise of empowering women, fostering broader democracy, and promoting gender-responsive policy-making. It examines the Act's potential to shift power structures within political parties and pave the way for new female leaders. However, concerns regarding "dummy candidates", electoral outcomes, and public perception highlight the complexity of achieving meaningful change. Overcoming challenges like intra-party resistance, resource limitations, and societal biases is crucial. Ultimately, the WRA's success requires a multi- faceted approach that empowers women beyond simply increasing their numbers, encompassing measures like leadership training, childcare facilities, and anti harassment mechanisms. This article argues that while the WRA represents a significant step towards a more inclusive and democratic India, its true impact depends on effectively addressing these complexities and ensuring true empowerment for women in politics.
