Export Promotion Councils, Special Economic Zones And Export Oriented Units In India

ABSTRACT


Export promotion has been a significant component of India’s economic policy, aimed at enhancing international competitiveness, generating employment, attracting investment and strengthening the country’s position in global trade. Among the major institutional and policy mechanisms supporting export growth are Export Promotion Councils (EPCs), Special Economic Zones (SEZs), and Export Oriented Units (EOUs). These mechanisms provide institutional support, infrastructure, fiscal incentives and regulatory facilitation to exporters and contribute to the expansion and diversification of India’s export sector.


Export Promotion Councils function as sector-specific bodies that assist exporters through market intelligence, trade promotion, participation in international exhibitions, dissemination of information and facilitation of access to foreign markets. Special Economic Zones provide designated areas with developed infrastructure and a business-friendly regulatory framework to promote exports, attract foreign and domestic investment and facilitate manufacturing and service activities. Export Oriented Units, on the other hand, are enterprises established primarily for producing goods or providing services for export and are supported through various policy incentives and simplified procedures.


This study examines the legal and institutional framework governing EPCs, SEZs and EOUs in India, with particular emphasis on their objectives, functions, incentives, regulatory mechanisms and contribution to export promotion. It also analyses the challenges associated with their implementation, including regulatory compliance, infrastructure limitations, procedural complexities and changing international trade conditions. The study evaluates the effectiveness of these mechanisms in promoting exports and identifies measures necessary to improve their efficiency and competitiveness. It concludes that coordinated institutional support, simplified regulations and stable export policies are essential for strengthening India’s export-oriented growth and integration into the global economy.
