ABSTRACT
The study was conducted in selected gram panchayats located in the Bathinda district in Indian Punjab to find out the status of realization of specific human rights viz. right to education, right to health and right to political participation in these panchayats. Data was collected through survey questionnaire from members of selected gram panchayats and beneficiaries residing in these panchayats availing benefits of governmental schemes ensuring right to health, education and political participation. The study identified discrepancies between the claims of panchayat members regarding their performance in realization of the rights and the experiences of the beneficiaries in this regard. While panchayat members reported satisfactory access to services and schemes, beneficiary responses painted a different picture, highlighting shortcomings in infrastructure and service delivery across the rights. The study also found that there was a disconnect between the promises made by panchayat members and the reality on the ground. The study highlights the need for targeted interventions to improve the realization of rights such as regular training for the panchayat members, upgradation of infrastructure, and employment of engagement strategies for the beneficiaries.
