ABSTRACT


The role of the police in India during riots is a complex and critical issue that warrants extensive examination. This research delves into the intricacies of law enforcement's responsibilities, the operational challenges they face, and the strategies they implement to restore order amidst chaos. It scrutinizes the delicate balance that the police must maintain between exerting authority and upholding citizens' rights. The study draws upon a rich tapestry of historical incidents, legal frameworks, and firsthand accounts to construct a comprehensive narrative.


By dissecting events such as the 1984 anti-Sikh riots, the 2002 Gujarat violence, and the more recent 2020 Delhi riots, the research highlights patterns and variations in police conduct. It investigates the factors that influence decision-making processes within the police force during high- pressure situations. The study also considers the psychological and social impact of police actions on the affected communities, evaluating how these actions contribute to either the escalation or de-escalation of violence.


Furthermore, the research probes into the training and preparedness of the police for handling communal strife, questioning whether the existing protocols are adequate for the complexities of modern-day riots. It examines the role of police intelligence in preempting riotous outbreaks and the effectiveness of communication channels within the police force and between the police and the public. Allegations of human rights violations and biases within the police force are also a focal point of this study. It assesses the accountability mechanisms in place and their efficacy in ensuring that justice prevails. The research explores the legal and ethical obligations of the police and how these are interpreted and acted upon during riots. The study also contemplates the influence of political pressures on police performance, analyzing how these pressures shape the actions and strategies of law enforcement. It evaluates the impact of media portrayal of police during riots and the subsequent effect on public perception.


In conclusion, this extended abstract presents a thorough exploration of the multifaceted role of police in India during riots. It underscores the need for a nuanced understanding of the challenges faced by law enforcement and the importance of developing a policing approach that is equitable, just, and conducive to the maintenance of democratic values.
