The Uttar Pradesh Population Bill: A Boon Or Bane

INTRODUCTION


In the modern world, population has been a major concern. The population explosion was considered as a huge threat to all the nations especially the developing nation. Policies were implemented all throughout the world to bring this explosion under control. With the aim to constraint the escalation of the population, the World agencies have adopted policies to control population. India too has adopted The National Population Policy to achieve the Total fertility Rate to be 2.1% by 2012 and population to be stabilised by 2045. As per the National Family Health Survey’s Report the country’s Total Fertility Rate is 2.23%, which is not too higher than the desired Total fertility Rate. The Five-Year Programme has also adopted polices to control the population. According to the reports, there has been a decline in fertility rate of 5.2 children/ women to 2.2 children / women in the year 20161.The Uttar Pradesh Government during the period of decline in the fertility rate has adopted a stringent policy to constraint population. This said policy is an infringement of Fundamental Rights ensuring reproductive choice to women.2 The International Organs say that the population must be stabilised and no country who has signed the International Commitment can adopt a strict policy.
